Heath Beach has over 20 years of professional experience working in city, county, and state government, in addition to leadership positions in the nonprofit and private sector focusing on policy and market analysis.
While working for Hillsborough County, he was responsible for strategic planning, project management and financial projections, and successfully implemented a multimillion-dollar human resources information system.
Heath later worked for the city of Jacksonville as the Assistant Budget Officer overseeing the preparation and monitoring of a $2.2 billion budget that included more than ten departments and five constitutional offices. He also served as the Incident Command System Finance Section Chief during multiple emergency response activations and chaired the General Government Awards Committee responsible for reviewing, awarding, renewing and initiating contracts for the city.
As the Director of the Division of Telecommunications at the Department of Management Services, Heath oversees the SUNCOM program and emergency support functions. He is Florida’s Single Point of Contact for FirstNet, serves as Chair of the State E911 Board, Chair of the FloridaNet Board, as well as oversees the state’s land mobile radio system.
Heath holds a Bachelor of Arts in International Studies and a Master of Public Administration from the University of South Florida. He is also a Certified Wireless Analyst, Certified Telecommunications Network Specialist, and a Florida Certified Contract Manager.
